“ZU” or “TE” there is both suitable but a= bit different in meaning like English “TO V.(ZU V.)” and “IN ORDER TO V.(T= E V.)” . Plu exampla frase: ZU es ne-uti zu dice “haha”! ZU es ne-uti te d= ice “haha”! ZU es ne-uti de dice “haha”! The general meanings are the sam= e. ZU means “to actually do’ TE means “intending to do” DE means “about doi= ng or about some action”
